Lori J. Pickford has more than 20 years of energy, environment, and tax policy lobbying experience with an expertise in electric industry issues. Ms. Pickford represents clients before Congress, the White House, Executive Branch departments, and various Government agencies.  As Executive Vice President at Morgan Meguire, Ms. Pickford works to formulate and implement successful governmental affairs programs, focusing on the impact of proposed and existing legislation on clients’ business objectives.

Prior to joining Morgan Meguire, Ms. Pickford was a Senior Government Relations Representative at the American Public Power Association (APPA) where she represented the interests of state and locally-owned electric utilities. During her eight-year tenure at APPA, Ms. Pickford specialized in electricity and federal tax policy issues and lobbied Congress and the Administration on legislation affecting not-for-profit public power systems. Ms. Pickford advanced members’ interests through coalition building, educational outreach, and grassroots activities.

Ms. Pickford was a Legislative Analyst with the Washington office of Skadden, Arps, Slate, Meagher & Flom; a New York-based law firm that specializes in litigation, mergers and acquisitions, and corporate law.  Ms. Pickford worked with senior energy and tax partners who represented clients before Congress and the Executive Branch on federal tax, energy, banking, environmental, and anti-trust issues.

Ms. Pickford holds an M.A. in Legislative Affairs from George Washington University and a B.A. in Education and a minor in Marketing from Old Dominion University.
