Tom Porter Tom Porter provides political, legislative and strategic guidance to clients to assist them in achieving their federal policy objectives.

Mr. Porter came to Morgan Meguire in July 2004 with more than a decade of federal policy and political campaign experience. Prior to joining the firm, he served as senior staff to House Armed Services Committee Chairman Duncan Hunter (R-CA). He managed Chairman Hunter’s natural resources, environmental, agriculture and tribal issues, including restoration of the Salton Sea, water storage and conveyance, and mitigation of tribal/community gaming conflicts. He also served as lead Capitol Hill staff for the successful implementation of California’s Colorado River Plan, which reduced the state’s over-dependence on the River.

Prior to his tenure with Rep. Hunter, Mr. Porter was Resources Committee legislative aide and liaison to the House Western Caucus for Rep. John Doolittle (R-CA). In that position, he focused on energy and natural resources issues and was responsible for the successful development and passage of the $300 million Lake Tahoe Restoration Act. Before his work with Rep. Doolittle, he managed the Northern California grassroots campaign for Rep. Dan Lungren’s (R-CA) 1998 gubernatorial bid. From 1996 - 1998, Mr. Porter served on the staff of Rep. Connie Morella (R-MD).

Mr. Porter is a Public Affairs Officer in the U.S. Navy Reserve, with service since 1996. His assignments have included posts with the Naval Media Center, U.S. Fleet Forces Command, U.S. Joint Forces Command, Chief of Naval Information, and two Seabee battalions.

He holds a B.A. in Political Science from California State University, San Bernardino (1994).
